That would very much depend on how everyone approaches the situation.
If anything, Dean trusts witches even less in this series compared to canon supernatural, so Rowena hits against the Dean-trust barrier. If she had a way to take Celeste on, they would likely listen to her and decide whether or not to follow her plan.
She always has a backup plan, just in case the Winchesters stab her in the back when she’s not looking.
There are two other (OC) witches in this series along with Celeste (though they will never appear in Brothers Apart due to location), and one of my future hopes is to have Rowena come into the series to bounce off the other witch characters.
Well, Rowena is often drawn to power, so I can see her seeking out Celeste if she gets wind of what she’s up to.
Unfortunately, Celeste disdains actual witches, as useful as she finds their powers. Though she might be interested to know Rowena is able to use magic without demon interference, she’s already met witches like that in the past. She won’t let Rowena come close to her plans, and Rowena would spurn this treatment.
Queue them becoming worst enemies and Rowena working to upset Celeste’s plans, especially if it helps her learn a few angelic secrets.

Her only appearance so far has been in Birth of a Nightmare, but expect her to show up again in the future!

I think it’s been a minimum of two years I’ve had to sit on the reveals now. They really pulled together after Taken was finally finished. Celeste for a bit had two different possibilities for how she could go, though when I realized her full story, it all fell together and made sense.
She was never just a witch though. Not even the day I started writing Brothers Apart.
Her full backstory wasn’t completed until after Brothers Consulted was moving along. Not because I didn’t know what it was, distantly, but because up until then it was some ‘she started her experiments in Britain and then moved elsewhere’ because I wanted the original discovery of the ‘borrowers’ to line up with the books that were written there. Once BC started, again the story fell together like it was meant to be.
For a wee tidbit, Celeste isn’t the only witch of the multiverse, and there are two linked specifically to her. The first shows up briefly in her backstory, and the second won’t show up for some time in a future story. The three of them will complete the Chaos alignment– Chaotic evil, Chaotic neutral, Chaotic good, and they’re certainly going to throw the world for a spin if they ever land in the same room at once.
The first hint that Celeste wasn’t all that she seemed to be came from her name, in the very first story!

Further hints were found in her character profile for anyone who looked close enough:
She has no quantifiable age, created before humanity was born as the angel Saraqael. Though her host, Celeste, is a human, the one controlling her actions was never mortal.
The gender of Celeste is purely dependent on her chosen host. As a multidimensional wavelength of celestial intent, gender is meaningless.
In past millenia, she has taken male forms and so Saraqael is often associated with a male angel, though this could be no further from the truth. If given enough time in a host, however, she does tend to take on the mannerisms of that gender, like most angels.
Saraqael : Prince of God. The Fallen Watcher.
One of the seven archangels of heaven originally trusted to lead the heavenly host. One could call her current vessel an ironic twist, as she lusted for the daughters of men. Her primordial powers of protection have been twisted and corrupted, and she seeks to free her fallen brother by any means necessary.
This desire to break Lucifer of his cage is what brought her to Azazel’s notice originally, and he brought her under his control, an aspect of their relationship that chafed at her, though she put the demons he tasked to her to good use.
With Azazel out of the way, she can expand her influence without fear of retribution from the remaining Princes of Hell.
She has taken the time to learn true witchcraft since falling, discovering that it was an excellent substitute for her own celestial powers when she needed to avoid the notice of the angels tasked to seek her out and bring her to justice.

“Please,” she rasped, her clear blue eyes looking towards her husband.

She swallowed, her throat as dry as a parchment found in the Egyptian tombs. “Please. I have done none of these things. I am innocent.”
A cold wind whipped up, tangling her pristine white robe around her legs. Bloodstains blossomed like flowers where the white came in contact with her ankles.
“She is not!” shouted her former lover. The man she’d thought soulbound to her much like she was to him. A bond that left nothing behind in her chest when it shattered, destroying all she’d ever thought important.
There was a pause on the other end as Bobby parsed what he’d just learned. Sam was calling, but not from Dean’s phone, odd enough on its own. “Sam? That you? I thought Dean got you your own phone, why you using some random number to call me? ”
Sam’s ears turned red. The phone Dean had brought him home had completely slipped his mind. Usually it got tucked just inside the row of books in the nightstand, and so far the only time they’d used it was Dean’s prank when he’d set it on vibrate and sent Sam’s entire bed shaking like an earthquake in the middle of the night. Sam hadn’t been able to sleep for hours after that. “Oh, I, uh… forgot about it?” he burst out, wishing his mind wasn’t so scattered.
“Well, I’ll have you know I’ve been looking into Celeste for you and Dean since you left, and I found a few interesting leads…”
